The Garuda is a mythical Hindu creture said to be what the god Vishnu rides on when he is travels in heaven. Thais use a garuda as a symbol of the king according to the ancient Hindu belief in this region that compares a king to a living portion of Vishnu and that part of Vishnu is in the king.
